    Motion by Kobiljak, second by Wojewodzic, to confirm acquisition of the following property for open space purposes: Lot 43C of Supervisor's G.I. Sub. No. 5 and Lot 43B2A of Supervisor's G.I. Sub. No. 5; and, Further, to authorize the Township Supervisor and Township Clerk to sign the Notice of Restriction on Use of Property. All aye. Motion carried.
    Public Comment: Justine O'Brien, 8026 Wood, thanked the township for acquiring this fabulous piece of property filled with wildlife.

Supervisor's Report

  1. Supervisor Jones asked Airport Manager Jon Stout to inform the Board regarding a 50/50 grant received through the Department of Natural Resources with the assistance of DTE Energy in order to plant trees and do landscaping at Intrepid and Meridian Roads. Mr. Stout reported the large rocks being used in the landscaping were retrieved from the dredging project of the Elba Canal and that the entire project will hopefully be completed prior to this year's Islandfest.
  2. Supervisor Jones announced that Wayne County Roads Division will be closing the County Bridge from 9:00 a.m. to 2:00 p.m. on Tuesday and Wednesday, April 9 and 10 in order to complete necessary welding work on the bridge.
  3. Mr. Jones notified residents that Bellevue Road to East River Road will be closed to through traffic for approximately two weeks starting immediately for sanitary sewer rehabilitation work.

Township Manager's Report

    Motion by Raithel, second by O'Connor, to confirm the elimination of the position of Floating Secretary effective April 14, 2002. All aye. Motion carried.
  2. 02-073
    Motion by O'Connor, second by Wojewodzic, to restore the work hours to 40 hours a week for the positions of Clerk's Secretary, Assessing Assistant, Treasurer's Cashier, Payables/Benefits Assistant, Finance Assistant, Permit Coordinator, Zoning Officer, and Ordinance Enforcement Officer, for seven (7) months effective September 15, 2002 through the end of the fiscal year. The funds are to come from line items 724000 Unemployment Benefits ($10,500), 726000 Program Activity/Christmas Party ($4,000), and 708000 Treasurer's Salaries Part-time/Temporary ($4,000). Furthermore, Administrative Staff will report to the Township Board in October, 2002 regarding the economic-financial position of the township at that time. All aye. Motion carried.

    Public Comment: John Craanen, President of AFSCME Local 292, asked for clarification on the front- end-loaded reduction in hours for the first five months and revisiting the situation after six months. He inquired what guarantee there is that the township will restore hours after five months. Supervisor Jones responded there are no guarantees; however, we are hopeful. Dona Depa the current Floating Secretary(Clerk's Secretary effective April 14 2002), informed the Board that this plan is a shock to her and is not what had been presented earlier in meetings.

    Motion by Kobiljak, second by Neal, to allow the Treasurer's Office to bring in Part-time/Temporary help on an "as needed" basis and to adjust the Treasurer's line item budget by making additional line item cuts as needed. Treasurer Kobiljak will offer the added duties being done by part-time staff to the current full-time staff members prior to using part-time staffing. All aye. Motion carried.

    Public Comment: Sharlene Myers- Krupnak, AFSCME Representative, indicated this agreement is not what had been talked about previously and this is not an equitable situation since there is a loss of one union position and the addition of one non-union position along with the hourly cuts.

    Motion by O'Connor, second by Raithel, to amend the Recreation Department Fee Schedule by implementing a fee increase of 10% for programs such as Special Events, Youth Programs, Middle School Assets Program, 55 Plus Crowd Programming, Travel Programs, Adult Programs, Sports and Fitness, and miscellaneous fees beginning in June of 2002. All aye. Motion carried.

    Motion by O'Connor, second by Wojewodzic, to accept the resignation of Annette Lessenberry as the Recreation Department Secretary effective April 14, 2002 and to appoint Annette Lessenberry as the full time at-will Enrichment Coordinator at a salary of $28,000 annually (position compensation to be re-evaluated for the following fiscal year based upon performance review) subject to Township Administrative Policy beginning April 15, 2002. Furthermore, to adopt the Recreation Enrichment Coordinator job description dated April 8, 2002. All aye. Motion carried.
    Board Comments: Trustees Will and Raithel and Clerk O'Connor each thanked Recreation Director Tim Rooney for his efforts in helping prevent the loss of employment by any township personnel and for his attempt to improve the Recreation Department in the process.

    Motion by O'Connor, second by Raithel, to confirm the elimination of the position of Community Development Director effective April 14, 2002. All aye. Motion carried.

    Motion by Kobiljak, second by O'Connor, on recommendation of the Open Space/Greenways Committee Chairperson to appoint Mr. Woody Clark to serve as a member of the committee for the term April 9, 2002 to March 31, 2004. All aye. Motion carried.

    Motion by Raithel, second by Kobiljak, The Grosse Ile Township Board of Trustees hereby approves the temporary closure of Groh Road from Meridian to Lexington on May 31, 2002 from noon to 11p.m., June 1, 2002 from 6 a.m. to 11 p.m. and on June 2, 2002 from 6 a.m. to 6 p.m.; assuming liability for any damage claims which may arise as a result of the road closure; and further, to request the Wayne County Dept. of Public Services approve the closure; and further, to authorize the Township Supervisor or Township Clerk to sign the permit. All aye. Motion carried.

    Motion by Wojewodzic, second by Kobiljak, upon recommendation of the Grosse Ile Township Fire Marshal, to grant a fireworks permit to the City of Wyandotte for the annual Independence Holiday Fireworks celebration scheduled for Tuesday, July 2, 2002. (Rain date is July 5, 2002) All aye. Motion carried.

    Motion by O'Connor, second by Neal, to reappoint Carlee Atkinson to the Island Beautification Committee for the term April 1, 2002 to March 31, 2005. All aye. Motion carried.

    Motion by Neal, second by Kobiljak, based upon the recommendation of the Airport Commission, the Township Board hereby confirms the hiring of Derek Whited as an at-will employee for the position of Airport Intern for a period not to exceed one year, at $9.00 per hour. All aye. Motion carried.

    Based on the recommendation of the Recreation Director, the Township Board authorizes the Recreation Department to secure the services of Mike's Prime Cut to perform lawn maintenance at the Centennial Farm beginning Monday, April 15, 2002 through Friday, October 18, 2002. All aye. Motion carried.

    Motion by Wojewodzic, second by Neal, on the recommendation of the Grosse Ile Fire Department and Fire Commission to contract with FIRSTCALL for the Emergency First Call Interactive Network. All aye. Motion carried.

    Motion by Wojewodzic, second by Kobiljak, on the recommendation of the Fire Department and Fire Commission to award the bid for Thermal Imaging Cameras to Time Emergency Equipment in the amount of $45,749.98. All aye. Motion carried.

    Motion by Raithel, second by Wojewodzic, to amend the Township Code of Ordinances by adopting an ordinance amending Chapter 88 entitled Cross-Connections with the Public Water Supply System. ROLL CALL VOTE

Department of Public Works Manager Barry Sedlock reported that the Sanitary Sewer Rehabilitation Project started on April 1, 2002 and that the Township holds regular meetings with the contractors every Tuesday morning in order to track their progress. He asked the residents for their continued patience and cooperation.
