Present: Supervisor Jones, Clerk O'Connor, Treasurer Kobiljak, Trustees Neal, Raithel, Will and Wojewodzic and Township Manager Reaume.

Supervisor Jones opened the regular meeting at 7:35 p.m.

1. Moved O'Connor, second Raithel, to approve Minutes of September 24, 2001, as amended. All aye.
2. Moved O'Connor, second Wojewodzic, approval of the Warrant List dated October 9, 2001. All aye.
3. Clerk O'Connor announced the designation of the Clerk's office as a Passport Agency effective after November 15, 2001.
4. Clerk O'Connor reminded the public of the upcoming Special Election on November 6, 2001.

Treasurer's Report

1. Moved Kobiljak, second Neal, to approve Encumbrance List dated October 9, 2001. All aye.
2. Received Investment dated September 30, 2001.

Supervisor's Report

1. The annual audit report was presented by Finance Director Ann Silver and the Township Auditor Mr. Tom Monteleone, of Hungerford and Company. Mr. Monteleone offered the opinion that the Audit Report is a fair representation of the funds and finances of the township and that the township has been fiscally conservative. Supervisor Jones thanked Ms. Silver and Mr. Monteleone for their report.

Township Manager's Report

1. Township Manager Reaume asked the board for concensus regarding pending litigation, Cancillari vs. Grosse Ile Township. The applicant is requesting that the Township allow him to build a new home while he files for a Motion for Rehearing and possibly a Court of Appeals filing. The Zoning Board of Appeals decided not to allow construction on a contiguous non-conforming lot. The Township Board declined to consider the matter.

   Moved O'Connor, second Neal, to approve the closure of Ember Court on Sunday, October 14, 2001, from 12:00 to 5:00 p.m. for the Forest Estates Condominium Block Party, based upon approval by the police and fire departments. All aye. Motion carried.

   Moved Kobiljak, second Neal, to award the bid to Gorno Ford for the purchase of two (2) 2002 Ford Crown Victoria Primary Patrol Vehicles, at the 2001 State of Michigan Contract price of $21,078.00 per vehicle according to bid specifications. All aye. Motion carried.

   Moved O'Connor, second Raithel, to establish October 31, 2001, 6:00-8:00 p.m., as Trick or Treat night for Grosse Ile Township. All aye. Motion carried.

   Moved O'Connor, second Kobiljak, to adopt the following resolution: BE IT RESOLVED, That We, the Board of Trustees of the Township of Grosse Ile on behalf of this community and all our citizens, do hereby proclaim the week of October 14 - 21, 2001, as Domestic Violence Prevention Week, in the Township of Grosse Ile; and encourage all citizens to support the efforts of area domestic violence prevention groups by donating their unused cellular telephones for reprogramming and distribution to the abused to enable calls to 911 or an area shelter for help. FURTHER, to advise residents that any cellular phone donations may be taken to the Sacred Heart Parish Center during regular office hours. All aye. Motion carried.

   Moved O'Connor, second Wojewodzic, approval to accept Municipal Credit Funds from SMART in the amount of $10,237.00 to operate community transportation program. All aye. Motion carried.
7. 01-173
   Moved Wojewodzic, second Kobiljak, to award the contract for construction of the Water's Edge Restaurant Addition to Marra Building, Inc., in the amount of $611,900.00 subject to acceptable reference checks. Funds will come from the proceeds from the Building Authority Bond Sale. Award of this project is subject to the plans and specifications prepared by Yops & Wilkie, Architects, Project #999, as amended. All aye. Motion carried.

   Moved Kobiljak, second Raithel, to approve the amended job description for the position of the Community Development Director dated October 8, 2001. All aye. Motion carried.

   Moved Kobiljak, second Raithel, based on recommendation of the Township Supervisor, Clerk, and Treasurer, and due to excess revenues in the Library Fund, to suspend and remove the .3924 Library Fund Millage from the December, 2001 Grosse Ile resident tax bills. All aye. Motion carried.

    Moved Will, second Raithel, to appoint Sean Payton to the Cable Commission for the term October 8, 2001 to March 31, 2004. All aye. Motion carried.

1. Fire Chief Murdock reminded everyone of the Fire Department Open House on October 10, 2001 from 6:00 - 9:00 p.m.
2. Recreation Director Rooney reminded the public of Harvest Days on the weekend of October 12 , 2001.
3. Treasurer Kobiljak reminded everyone of the Tails Trot Fundraiser Walk on Macomb Street being held on Saturday, October 13, 2001, to benefit the Animal Shelter.
4. Water's Edge Manager Heineman, announced discounted fall golf rates.
