Present: Supervisor Jones, Clerk O'Connor, Treasurer Kobiljak, Trustees Raithel, Will and Wojewodzic and Township Manager Reaume.

Absent: Trustee Neal

Supervisor Jones opened the regular meeting at 7:36 p.m.

  1. Motion by Raithel, second by Wojewodzic, to delete action item # 7 - Carnival contract for Islandfest. All aye.
  2. Motion by Kobiljak, second by Raithel, to add as Discussion Item # 2 - Bike Path Gardens. All aye.
  3. Motion by O'Connor, second by Wojewodzic, to add as Discussion Item # 3 - Brownstown Township Resolution of opposition regarding Detroit Metropolitan Airport. All aye.

Public Comment

  1. Woody Clark, 19620 Parke Lane, inquired status of hazardous waste hauling in Riverview.
  2. Rita Cole, 21767 Knudsen, Thanked the Board for their dedication and spoke on behalf of the business district owners requesting the abolishment of the boarding house on Macomb Street and asked for more police presence in the business district to prevent occurrence of further breaking and entry's in the area. Police Chief Barron responded that is difficult to check every business every evening. We continue to be a very safe residential community and funding for additional police personnel and vehicles would require additional taxation by way of millage renewals and increases. There are currently two officers adding an additional officer to each shift would be very expensive.

  1. Moved O'Connor, second Will, to approve the minutes of the October 8, 2001 board meeting as presented. All aye.
  2. Moved O'Connor, second Raithel, to approve the Warrant List dated October 23, 2001, as presented. All aye.
  3. Oath of office administered by Clerk O'Connor to newly hired police officer, Todd Alan Brozak.

Treasurer's Report

  1. Moved Kobiljak, second Wojewodzic, to approve the Encumbrance List dated October 23, 2001 as presented. All aye.

Supervisor's Report

  1. Township Manager Reaume reported to the Board that there are 2 outstanding easements along West River Road and plans are being finalized for springtime construction.
  2. Mr. Art Koester presented the Board with Grosse Ile's second Presidential Beautification Award. This award is for the rehabilitation and beautification of Township Hall.
    1. The Federal Aviation Administration has lifted the air space restrictions imposed after the September 11, 2001 terrorist attacks.
    2. Grosse Ile Airport Manager Jon Stout announced that the Airport office has been designated as an Enterprise rental car agency and rentals are now available locally with a 24 hour advance reservation request.
  3. Supervisor Jones informed the public that he has requested information from the Wayne County Community College Board regarding the number of Grosse Ile residents currently enrolled as students.

Township Manager's Report

  1. Township Manager Reaume presented a draft ordinance governing concealed weapons on township properties prepared by the township attorney and reviewed by the Police Commission to the Board for consideration and review.

    Moved Kobiljak, second O'Connor, upon recommendation of the Planning Commission and its subcommittee, to amend Article 7 of the Zoning Ordinance, Section 7.2.3 Special Land Uses, subsection Q which creates regulations to address boarding homes.

    Moved Raithel, second Will, based on approval of the Public Works Commission, to approve the Wayne County Solid Waste Management Plan 2000 Update dated April 25, 2001 as required by Public Act 451 of 1994 Part 115. All aye. Motion carried.

    Moved Kobiljak, second Wojewodzic, the Grosse Ile Township Board of Trustees, as a founding member of the Downriver Linked Greenways Initiative, supports the completed Master Plan as a model for regional vision in Southeastern Michigan. All aye. Motion carried.

    Moved Kobiljak, second Wojewodzic, the Grosse Ile Township Board of Trustees authorizes the township staff to apply to the State of Michigan Department of Natural Resources; Forest Stewardship Program, funded through the USDA Forest Service, State and Private Forestry Program. All aye. Motion carried.

      Moved O'Connor, second Will, based on the recommendation of the Recreation Director, the Township Board accepts with regret the resignation of Mr. Leon Albin as Grosse Ile Representative to the Senior Alliance. All aye. Motion carried.

      Moved O'Connor, second Raithel, based on the recommendation of the Recreation Director, the Township Board appoints the Recreation Program Supervisor as Grosse Ile's Representative to the Senior Alliance until a time in which the Enrichment Coordinator position is filled or a resident volunteer represents the community. All aye. Motion carried..

    Moved Raithel, second Will, to amend Administrative Policies and Procedures, Section 6.8, Cable Broadcasting of Board, Authority, Commission, and Committee Meetings, to add: Recreation commission, Festival Commission , and Public Works Commission regularly scheduled meetings shall be broadcast live or by delayed videotape broadcast. all aye. Motion carried.

    Moved Raithel, second O'Connor, the Township Board hereby approves the purchase and installation of a carnival-propeller pump- aerator manufactured by Fon'N-Air by E-Z Electric, Incorporated in the amount of $10,000. Be it further resolved that the funds are to come from account number 2600-101-00-811300. All aye. Motion carried.

    Moved Raithel, second Kobiljak, based upon the recommendation of the Airport Commission, the Township Board hereby approves cost sharing between Iverson Industries and the Airport for concrete replacement on the west side of building #75 in the amounty of $4,500.00. Be it further resolved that the $4,500.00 originally budgeted in the Commerce Park Construction account for matching funds for a tree grant be transferred to this project. All aye. Motion carried.

    Moved Raithel, second Wojewodzic, based upon the recommendation of the Airport Commission, the Township Board hereby approves the emergency repairs to hangar #2 coping to be performed by Holbrooks's Roofing Company in the amount of $5,984.00. Be it further resolved that the funds are to come from the Airport construction account. All aye. Motion carried.

    Moved Raithel, second Kobiljak, based upon the recommendation of the Airport Commission, the Township Board hereby approves the Right of Entry Agreement between the Grosse Ile Airport and the Army corps of Engineers. Be it further resolved that the Airport Manager is hereby authorized to execute said agreement. All aye. Motion carried.

    Moved O'Connor, second Wojewodzic, To appoint Dale Reaume as the Township's Alternate representative to SEMCOG. All aye. Motion carried.

Discussion Items:

  1. Southern Great Lakes Symphony Sign Board. Request by Pamela Frucci for financial assistance from the township for a community sign board that she believes will benefit the whole community at a cost of $500.00. The Township Board declined to take action on this item.
  2. Bike Path Gardens: Request for funding to plant native wildflowers and grasses along the bike paths, road intersections, municipal landscapes and open space properties at a cost of $5,020.60 all inclusive with funds to come from Greenways/Open Space budget. The Board decided to take action on this discussion item at this time.
    01-190 Moved Kobiljak, second Wojewodzic, to approve funding from the Greenways/Open Space budget not to exceed $5,020.60 for the mobilization, installation and completion of wild flower gardens along suggested areas of the bike path system by Nativescape, LLC. All aye. Motion carried.
