Present: Supervisor Jones, Clerk O'Connor, Treasurer Kobiljak, Trustees Neal, Raithel, Will and Wojewodzic and Township Manager Reaume.

Absent: None

Supervisor Jones opened the regular meeting at 6:32 p.m.

Recess to conduct Public Hearing on creating a Special Assessment District for road improvements to Lake, Ruthmere and Rucker roads.

Public Hearing called to order at 6:33 p.m., November 12, 2001.

Supervisor Jones asked Township Manager Dale Reaume to give a brief overview of the project pertaining to the schedules and Township Engineer Souheil Sabak to give a brief overview of the engineering aspects of the proposed projects.

  1. Mr. Reaume reported that any counter petitions filed by residents opposing the road improvements must contain 51% of the recorded property owners signatures and must be received in the Township Managers office by 5:00 p.m. on Monday, November 26, 2001.
    The petitions will then either be accepted or denied according to guidelines. A second Public Hearing will be scheduled following the receipt of bids for the paving project to determine the actual assessment costs for each assessment district. Mr. Reaume asked Tax and Assessing Assistant Carol Knopp to explain Special Assessment Districts, bonds, assessment rates and implementation dates for the proposed assessments. Mrs. Knopp stated the proposed assessments would be on the winter, 2002 tax bills if the projects proceed.
  2. Township Engineer Souheil Sabak of the C.E. Raines Company, explained the project from an engineering standpoint. The roadways would be 22 foot wide bituminous concrete over the existing road surface and in many areas ditches will need to be improved by changing the depth or slope of the ditch to meet current Wayne County standards.

Lake Road Special Assessment District

Estimated total project cost $231,805.15, anticipated construction Summer/Fall, 2002
Estimated county subsidy $43,716.20
Estimated costs covered by residents $188,088.95
Total units: 56
Estimated cost per unit: $3,360.00, $468.00 annually for 10 years or $358.00 annually for 15 years. Interest rate of 6.5% with anticipated levy on December, 2001 tax bill.

  1. Who will maintain the road? Wayne County owns and maintains all roads on Grosse Ile.
  2. Can we control traffic on the road? Wayne County won't allow traffic control.
  3. Vacant lots assessed the same? If buildable they are assessed the same.
  4. Will the board proceed with the project if costs are higher than estimate? Costs must be within 10% in order to proceed.
  5. Questions regarding the information given residents by the petition circulator.
  6. Why were ditches recently improved and will require more improvements now? The Drainage Commission requested improvements prior to this project being considered. County specifications have changed.

Ruthmere Road Special Assessment District

Estimated total project cost $174,037.59, anticipated construction Summer/Fall, 2002
Estimated county subsidy $32,821.80
Estimated costs covered by residents $141,215.79
Total units: 18
Estimated cost per unit: $7,846.00, $1,092.00 annually for 10 years or $835.00 annually for 15 years. Interest rate with anticipated levy on December, 2001 tax bill.

  1. Why is assessment greater on a smaller road? Fewer residents to share the cost and the condition of the road and ditches require greater costs.
  2. Are the homes on Playview and Dreschfield being assessed? Only the corner lots will be assessed.
  3. What will determine the term of the assessment (10 years/15 years) Typically the Township Board makes the determination and usually favors a 15-year assessment.
  4. Can speed bumps be installed to prevent speeders? The county will not allow speed bumps on county residential roads.

Rucker Road Special Assessment District

Estimated county subsidy $66,027.50
Estimated costs covered by residents $284,083.32
Total units: 59
Estimated cost per unit: $4,815.00, $670.00 annually for 10 years or $515.00 annually for 15 years. Interest rate 6.5% with anticipated levy on December, 2001 tax bill.

  1. How will the decision be made to continue with the project if counter petitions are received? The Township Board will make the determination once the validity of the petitions has been confirmed and the second public hearing is held.
  2. Will there be any weight restrictions for the roads? It will be posted with weight limits and will allow only school busses and garbage trucks.
  3. What is the current condition of the ditches? The ditch is currently 3 feet deep and the county will change the depth and slope of the ditches as necessary.
  4. Why does the estimated interest rate differ by 1%? It is a 1% administrative fee charged by the township. This has been the policy for all township assessment districts.
  5. Why can't the road be seal coated instead of asphalt? Wayne County does not offer seal coating as an option.
  6. Suggestion that the residents not have to absorb the cost of ditch refurbishing.
  7. Suggestion that the petition process be done over again due to some possible misrepresentation by circulators.
  8. Will the county raise road standards again after the project is completed requiring residents to incur more costs? Inspectors will insure the project accuracy.
  9. Will there be a follow up on the regarding irregularities of the petition process? If we had serious reservations on the petitions we would have handled it at the time, the only remedy now is the counter petition process.

  1. Township Manager introduced a project by some island residents to have a community sculpture by Pamela Stump commissioned and placed in an appropriate location on Macomb Street.

    Moved by O'Connor, second Kobiljak, WHEREAS, the year 2000 Census figures for Grosse Ile Township indicate a population of 2000 or more, providing eligibility to incorporate as a charter township under section 3a of the Charter Township Act, 1947 PA 359 (MCL 42.3a) and.

    WHEREAS, the required public notice entitled, Notice of Right to Referendum on Becoming a Charter Township, has been published in the townships newspaper of record the on two occasions and,

    WHEREAS, the Township Board and the residents of Grosse Ile Township enjoy the heightened local control afforded by maintaining general law township status;

    NOW, THEREFORE BE IT RESOLVED, to oppose and decline incorporation as a charter township. All aye. Motion carried.

    Moved by Kobiljak, second O'Connor, the Grosse Ile Township Board of Trustees approves the application to North American Wetland Conservation Council for land acquisition and allocates fifty thousand dollars as matching funds for a grant of the same value. All aye. Motion carried.

Discussion Items

  1. Mr. James Cowan of VFW Post 7310 requested the township consider donating funds toward repair of the VFW parking lot which he says may have incurred damage during the reconstruction project on Macomb Street by contractors parking heavy equipment on the lot after hours and on weekends. The estimated cost for repairs could be as much as $8,000.00 according to Mr. Cowan. Supervisor Jones stated that the board had not had prior discussion on this matter and had only recently become aware of the VFW concerns. The board did not give permission for the contractors to park the equipment on VFW property.

    Supervisor Jones suggested the board consider action to give the VFW Post 7310 $4,000.00 toward the necessary repairs and instruct Finance Director Ann Silver meet with members of the VFW on Thursday, November 15, 2001 to make the necessary arrangements.

    Motion by Wojewodzic, second by Raithel to adjourn to Executive Session for purpose of Property Acquisition at 8:55 p.m.
