CDBG Block Grant Reprogramming.

Presentations: Airport Layout Plan
Representatives of the URS
Corporation provided a presentation outlining future Airport development and
design called the Airport Layout Plan which is a federally mandated set of
documents. This update of the Airport
Layout Plan is necessary to meet requirements established by the FAA requiring
airports to update their Plan on a regular basis to insure accuracy. URS Corporation developed this plan as a
result of over a year of analysis and consensus involving Grosse Ile residents,
airport users, airport management, township management, regulatory agencies, organizational
groups and others through public meetings and surveys.

2. 07-106 Motion O’Connor, Second Pociask, Whereas, the history and culture of our great nation
have been significantly influenced by
American Indians and indigenous peoples; and
Whereas, the contributions of American Indians have
enhanced the freedom, prosperity, and greatness of

and celebrated as part of a rich legacy throughout the
Whereas, Native American Awareness Week began in
1976 and recognition was expanded by Congress and approved by President George
Bush in August 1990, designating the month of November as National American
Indian Heritage Month; and
Whereas, in honor of National American Indian
Heritage Month, community celebrations as well as numerous cultural, artistic,
educational and historical activities have been planned;
Now THEREFORE, WE, The Township of Grosse Ile Board
of Trustees, do hereby proclaim November 2007 as the National American Indian

3. 07-107 Motion Will, Second Wojewodzic, to award bid to Compeau
Brothers in the amount of $108,000 for Phase One of Segment IV; base on
negotiated price and recommendation of the Charles E. Raines Company for the
installation of the effluent Meter and the removal of the bypass pumps.

4. 07-108 Motion Will, Second Wojewodzic, to award refuse hauling contract to
Capital Waste, Inc. in the amount of $2,890,152.00 to collect and dispose of
solid waste for five (5) year period starting November 15, 2007, with the
understanding that they will purchase two new trash packers to be operational
to serve Grosse Ile Township within 90 days from date of signing the
contract. VOTE: Approved 6-0
5. 07-109 Motion Raithel,
Second Will, based on a recommendation from URS Corporation and the Grosse Ile
Airfield/Commerce Park Manager, the Grosse Ile Township Board hereby adopts the
Airport Layout Plan as presented by URS Corporation. VOTE: Approved 6-0
6. 07-110 Motion Raithel,
Second Will, based on a recommendation from the Airfield/Commerce Park
Commission the Grosse Ile Township Board hereby awards the Building 63 Heating
and Ventilation Bid Contract to Sharon’s Heating and Air Conditioning at a
project cost not to exceed $37,850.

10a. 07-114 Motion Will, Second O’Connor, WHEREAS, severe mental illness such as
schizophrenia, bipolar disorder, major depression, obsessive-compulsive
disorder, severe anxiety disorders, borderline personality disorder, and
posttraumatic stress disorders affect one in every five families annually;
WHEREAS,
severe mental illnesses are more common than cancer, diabetes, and heart
disease, and are the number one reason for hospital admissions nationwide;
WHEREAS,
severe mental illness have been scientifically proven to be highly treatable
illnesses of the brain;
WHEREAS,
scientific research is producing tremendous breakthroughs in the understanding
of severe mental illnesses, resulting in more effective treatments that allow
people to reclaim full and productive lives;
WHEREAS,
severe mental illnesses continue to be shrouded in stigma and discrimination
from societal prejudice causing those who are affected to be cast as
second-class citizens;
NOW,
THEREFORE, Grosse Ile Township Board of Trustees, do hereby proclaim October 7
through
10b. 07-115 Motion O’Connor, Second Will, WHEREAS,
more than 10 million Americans are affected by bipolar disorder, a serious
brain disorder that causes extreme shifts in mood, energy and functioning; and WHEREAS,
misdiagnosis is a major problem for people with bipolar disorder, as seven out
of ten receive at least one misdiagnosis and many suffer for ten years before
an accurate diagnosis in made; and WHEREAS, undiagnosed bipolar disorder can
lead to suicide, incarceration, substance abuse and other harmful consequences;
and
WHEREAS,
lifetime costs per consumer range from $12,000 for a person with a single manic
episode to hundreds of thousands of dollars for those with multiple episodes;
and
WHEREAS,
NAMI (National Alliance on Mental Illness) and Abbott Laboratories are recognizing
October 11, 2007 as Bipolar Disorder Awareness Day, during Mental Illness
Awareness Week; and
WHEREAS,
Bipolar Disorder Awareness Day seeks to increase people’s understanding of the
devastating impact of bipolar disorder symptoms on the lives
of undiagnosed individuals, their family and friends, and seeks to promote
early bipolar disorder detection through mental health screenings; and WHEREAS,
while there is no cure for bipolar disorder, there are effective treatment
options that can help those with bipolar disorder to lead fulfilling lives:
NOW,
THEREFORE, the Grosse Ile Township Board of Trustees, do hereby proclaim
October 11, 2007 to be BIPOLAR DISORDER AWARENESS DAY in Grosse Ile Township
and urge all township residents to educate themselves on bipolar disorder and
mental illness, to participate in mental health screenings to aid in early
detection and, if necessary, engage themselves or family members in a
successful treatment program. VOTE:

Second Pociask, to award the janitorial services proposal for Grosse Ile
Township Hall to Veteran’s Cleaning in the amount of $1,320.00/monthly for
cleaning services 3 days/week, beginning November 1, 2007 with a review of
services at 3 months, 6 months and 1 year and annually thereafter. VOTE: Approved 6-0

Second Pociask, to approve an Amendment to Section 12.5 (G)
Concerning Administering PBT to Minor who is suspected of

Section 3.8 Employee Evaluations of the Administrative Policy and Procedure
Manual dated October 10, 2007, to be effective immediately as recommended by the Township

Motion Pociask, Second Wojewodzic, based on
the recommendation of the Grosse Ile Community
Recreation Commission, the Township Board grants approval to maintain the 2007
Rates in the 2008
Operational Rate Structure for the Water’s Edge Membership, Golf Course, Pool
and Marina.

Public Accuracy Test to test the accuracy of the tabulating equipment and

at each of the three voting locations have been combined for the November 6th
Election; voters will continue to vote at their regular locations at the
Presbyterian Church on Horsemill Road, the VFW Hall
on Macomb Street and the Recreation Building on Third Street (Centennial Farm).

Allocation: Grosse Ile Recreation has been allocated $50,000 from the Wayne
County Parks Millage for use at the Water’s Edge
Facility for improvements to the walkways, parking area and lighting.

College District Update: The November 6th Millage
renewal is being sought
three years in advance of expiration. Information regarding the need for early
renewal that is being
distributed to voters in other communities, is not being

drainage project is being prepared for presentation to the Township Board at
the November 13th board meeting.

Township Manager’s Report
1. Pumpkinfest/Farmer’s Market: There will be a Pumpkinfest
held on October 26th on
The Hooray for Halloween Parade will be held on
Saturday, October 27th in conjunction with the final Farmer’s Market for 2007 from
2. Safe Routes to School: The Safe Routes to School Program is a
physical fitness program designed with as a joint effort by the schools and
township. There will be a presentation
of the program at the December 10th Board of Trustees meeting.

manual is adhered to and updated regularly.
3. G. Jones,
Mr. Jones also asked about any items on the
Consent Agenda pertaining to the sale or purchase of property and any items
pertaining to legal fees. Finance Director Darzniek
provided the amounts paid for legal fees and indicated there were no property
transactions.
4. W. Clark, Parke Lane, notified the board of some
areas of the island where there is brush piled along
side the road for several months. Supervisor
Kobiljak asked the DPS Department to look into the problem.
