                            ANNUAL MEETING OF THE TOWNSHIP OF GROSSE ILE

Held on:  Monday, March 27, 2006

    

NOTE:  THE MINUTES OF THE 2006 ANNUAL MEETING ARE APPROVED AT THE FOLLOWING

ANNUAL MEETING

                     Grosse Ile Township Hall – Merle Solomon Board Room- 9601 Groh Road

 

 

Present: Supervisor Kobiljak, Clerk O’Connor, Treasurer Raithel, Trustees Wodjewodzic, Pociask, Forrester and Will. Township Manager Dale Reaume, Finance Director Ann Darzniek, Deputy Clerk Sharon Gray, Department Managers and Township Attorney William Look were also present.

 

Absent: None

 

Supervisor Kobiljak opened the Annual meeting at 6:30 p.m. approximately thirty employees, residents and non-residents were in attendance.

 

Pledge of Allegiance was recited.

 

Motion by Wodjewodzic, second Forrester, to Adopt Roberts Rules of Order as the official bylaws of parliamentary law under which all township boards, commissions, and committees shall operate. All aye. Motion carried.

 

Motion by Forrester, second Wojewodzic, to approve the Minutes of the March 14, 2005 Annual Meeting as presented.  All aye. Motion carried.

 

Introductions

 

Supervisor Kobiljak introduced Township Officials and the Township Manager and Department Managers and consultants.

 

Supervisor Kobiljak thanked all township staff members and managers and gave each board member the opportunity to report on the commissions and committees they serve on as board liaison. 

 

Treasurer Raithel, reported on the Airport Advisory Committee and the Airport Commerce Park               Commission achievements, and thanked all the volunteers serving on each of them for their dedication.

 

Clerk O’Connor, reported as liaison to the Festival Commission and Zoning Board of Appeals; noting that both groups are comprised of active, dedicated and hard working members of the community and thanking them for their continued participation.

 

Trustee Pociask, serves as liaison to the Recreation Commission.  He reported on the proposed activities and changes planned for the coming year and thanked the volunteer commissioners for the continued service.

 

Trustee Will, serves as liaison to both the Public Services Commission and the Planning Commission.  He outlined the activities of both commissions and thanked the members who serve the community on both of these vital commissions.

 

Trustee Forrester, serves as Board Representative to the Cable Commission; and provided an overview of the years accomplishments and future projects and thanked its members for their continued service.

 

Trustee Wodjewodzic, serves as liaison on both the Police and Fire Commissions and thanked the Police and Fire Chiefs for their excellent service and the members of the commissions for their continued participation.

 

Supervisor Kobiljak thanked the members of the Downtown Development Association (DDA), Greenways/Open Space Committee and the Island Beautification Committee for their hard work and many hours spent dedicated to improving Grosse Ile.

 

Supervisor’s State of theTownship Report

Supervisor Kobiljak delivered his annual report on projects and conditions affecting the township during the last year; including, the $42 million dollar Sanitary Sewer Replacement (SSES) project, Water’s Edge conditions, Airport/ Round Island tree removal negotiations, Airport Commerce Park conditions, Toll Bridge, County Bridge and International Bridge situations, and the Riverview/Trenton Railroad.  In addition, the Supervisor reported that Grosse Ile is one of the most fiscally prudent communities in the state, has one of the lower millage rates among the downriver communities, has the best police department in Michigan and the most efficient volunteer fire department in the downriver area, one of the best school districts and a strong Greenways/Open Space program. 

 

Projects that will be addressed in the coming year will include, maintaining open space, expanding commerce at the airport and Water’s Edge, reinvigorating the business district, promoting the housing market and improving the infrastructure and continuing to be fiscally prudent.

 

Clerk’s Report

Clerk O’Connor thanked township staff members including her office staff and members of the Finance Department and Administrative office for their support and assistance in performance of the Clerk’s statutory duties. Appreciation was also extended to the Election Inspectors who are

diligent about maintaining and protecting election security and providing a professional voting experience to residents.

Clerk O’Connor provided an overview of the changes in election equipment and laws governing the election process that local communities have experienced during the past year and assured township residents that election staff and inspectors are very dedicated to maintaining election security. 

 

 Treasurer’s Report

Treasurer Raithel reported that tax collection has been completed successfully and collection of Personal Property Taxes is an ongoing process.  Investment interest has been holding steady and efforts will continue to “shop” for the best interest rates available.

 

Township Manager’s Report

Township Manager Dale Reaume thanked township staff for their continued efforts to provide outstanding customer service to the community. 

 

 Public Comment

1.   Greg Jones, West River Road, asked how the condemnation of the toll bridge will prevent the Riverview Trenton Railroad from impacting the township.  Supervisor Kobiljak provided a brief explanation.

2.   Peg Bailey, East River Road, asked about deadlines for receiving applications for absentee voting. Clerk O’Connor provided the answer.

3.   Tim Rooney, Recreation Director, wanted to thank his recreation staff for their dedication and hard work.

4.   Ron Janowski, Groh Road, asked about the toll bridge during emergency situations.
