The Regular Meeting was called to order at 7:48 p.m. by Township Supervisor Kobiljak.

 

Present: Supervisor Kobiljak, Clerk O’Connor, Trustees Wojewodzic, Will, Forrester.

Absent: Treasurer Raithel (excused) and Trustee Pociask (excused)

2.  07-057 Motion Forrester, second Wodjewodzic, to accept by Resolution the 2006 Audit and Financial Report for the 33rd District Court.  All aye.  Resolution Adopted.

3.  07-058 Motion Will, second O’Connor, To adopt the following resolution based on the recommendation of the DPS commission to oppose the recycling and waste diversion surcharge of $7.50 per ton fee on all municipal waste:

     WHEREAS, legislation has proposed to impose a $7.50 per ton fee on all municipal waste, which would, allegedly, be partially returned to communities as funds earmarked for recycling, and; WHEREAS, the estimated impact to the Township of Grosse Ile based on the Township’s 2006 actual waste disposal billing, would be approximately $50,000, annually.

     THEREFORE, BE IT RESOLVED, that the Township of Grosse Ile is hereby opposed to a $7.50 per ton fee on all municipal waste.  BE IT FURTHER RESOLVED, that the Township Clerk be directed to send a copy of this resolution to Governor Granholm, our State Representative and State Senator, and to the Downriver Community Conference and neighboring communities.  Motion carried 5-0.

4.  07-059  Motion Will, second Wodjewodzic, Based on the recommendation of the DPS Commission and on the recommendation of the Township’s Engineering Consultants, the Charles E. Raines Company, to award the bid for the East River Road Pump Station upgrades to Matzak, Inc., low bidder, in the amount of $98,000.00.  All aye. Motion carried 5-0.

5.  Moved to Discussion Items

6..  07-060  Motion O’Connor, second Will, Resolved by the Grosse Ile Township Board of Trustees that there be levied on the taxable value of said Township for the year 2007, for the tax billing period of Summer 2007, a tax of 3.9000 mills on the Taxable Value thereof, said value being $666,769,030.  Motion carried 5-0.  Resolution adopted.

7.  07-061 Motion Wodjewodzic, second Will, Based on recommendation of Police Chief; to approve conditional offer of employment for one additional Police Officer. 

     Motion carried 5-0.

8.  07-062 Motion Wodjewodzic, second Forrester, to allow Grosse Ile Public Safety to seek bids for the repaving of the public parking areas at the Public Safety Building.  Motion carried 5-0.

 

 

 

 

9.  07-063  Motion Forrester, second Wodjewodzic, to award the bid for Township Property and Liability Insurance to Daly Merritt, Inc. in the amount of $133,161 effective May 14, 2007 on a year to year renewal.  Motion carried 5-0.

Clerk’s Report

1. Election Report: Clerk O’Connor reported the May 8th Election, during which 10.48 percent of the registered voters re-elected Marianne Malone to the School Board and approved millage renewals for Off Island Library Services, Stormwater/Drainage and Police Operations, went well.  Clerk O’Connor congratulated Mrs. Malone on her re-election and thanked the Election Inspectors, Board of Canvassers and Township Staff for their hard work.

2. IslandFest Update:  Clerk O’Connor invited everyone to visit Islandfest over the weekend of June 1st – 3rd to hear the wonderful musical acts, enjoy a wide variety of food and beverages, see the fireworks on Friday night and the parade on Saturday morning and ride the carnival rides all weekend.

3.  07-064  Motion O’Connor, second Will, to authorize the Finance Director and Accounts Payable Department to prepare payments and for the Clerk and Treasurer to process and release payments through June 11, 2007.  Motion carried 5-0.

Treasurer’s Report

1.  Deputy Treasurer Wurtsmith provided the Investment Report for April, 2007 indicating total investments of $16,730,386.88 at an average interest rate of 5.0196% for a total interest earned of $52,292.30.

Supervisor’s Report

1. Bridge Update:

A) County Bridge demolition work has been started; leaving portions of the decking in place for  a contractor walkway/ work area.  Continual reports from the contractor are being received and work is being monitored regularly.

B) All parties involved have been working on a traffic proposal to help alleviate traffic at the toll bridge during peak or extreme traffic problems. Supervisor Kobiljak and Chief Barron provided a diagram of the plan to move traffic on or off the bridge using all lanes of traffic for one-way movement.

C)  Announcement that residents should be aware of a possible 30 minute delay at the toll bridge in late May to allow a freighter through the waterway.

2. Project/Program Updates

Township Manager’s Report (Mr. Reaume was not in attendance)   

1. Water’s Edge Update:  Finance Director Darzniek reported there are currently 385 paid members and we are currently financially ahead by $4,000.

2. Intergovernmental Agreement:  There is the potential for an intergovernmental

   agreement with the City of Riverview for use of the Riverview Boat Launch and reciprocal     use by Riverview residents of the Water’s Edge Golf Club. Further information will be available at the June 11th meeting.

3.  After tonight’s Discussion Item regarding the West River Road Ramp; there may be further action scheduled for the June Board Meeting.

 

 

 

 

Discussion Items: West River Road Ramp

A report from Tetra Tech provided information on the traffic study they conducted and their recommendations for traffic safety improvements. Discussion of their findings & recommendations included the following questions and comments.

1.  G. Jones, inquired about the cost of a No Left Turn sign from West River Road and commented that it would be shifting the problem somewhere else.

2.  W. Clark, asked how many people come through the proposed light before it changes?

     The light would not change unless a car comes up the ramp.

3.  R. Janowski, asked how many cars make left turn off of the ramp to Parkway?

     12,300 vehicles in total daily in both directions.

     How far from the bridge before the speed limit increases to 35 mph?

     The answer would have to be obtained from Wayne County.

     Is the county going to pay for the traffic study?  Response: No

     What was the final cost?  $14,000

Extended Public Comment:

1.  W. Clark, inquired about seeing the new Fire Department emergency boat.

     Chief Murdock said it is on a trailer in the Public Safety Building.

     Mr. Clark, asked if Wayne County shut down the bike pate?

     DPS Director indicated that the County didn’t recognize the new permit and had to pull

     another permit.

     Mr.Clark, asked if DPS workers cout shut their trucks of ½ the time?

     Supervisor Kobiljak asked the DPS Director to look into feasibility.

2.  G. Jones notified the Board that Grosse Ile resident Bill Lafayette has died.

     He also inquired about items contained on the Consent Agenda approved earlier in the

     Meeting.  Finance Director Darzniek indicated there were no items involving legal fees or         property sale or purchase.

3.  W. Clark, asked how State Representative Kathleen Law voted on a recent “garbage” bill?

     Supervisor Kobiljak indicated that it was her Bill.
