Present: Supervisor Jones, Clerk O'Connor, Treasurer Kobiljak, Trustees Neal, Raithel, Will and Wojewodzic and Township Manager Mekarski.

Supervisor Jones opened the regular meeting at 8:24 p.m.

Public Comment

  1. Gary Soloway, 10161 Loma Circle, requested an update on audio/video quality on Comcast Cable Channel 12. Trustee Rodger Will responded that electrical workers had dislodged some cable wiring while working and the transmission was disrupted for a while. In addition, he noted, Comcast has finally completed work on its laser feed installation, while Americast is still working to complete the feed for its government channel.

  1. Moved O'Connor, second Raithel, to approve the Minutes of January 8, 2001 as presented. All aye.
  2. Moved O'Connor, second Wojewodzic, to approve the Warrant List dated January 23, 2001. All aye.
  3. Clerk O'Connor suggested to the Board that they schedule a study session before the budget process begins, in order to set goals and objectives for the Board and the Township.
  4. Moved O'Connor, second Wojewodzic, to approve payment #13 to the J.S. Vig Co. for construction of Township Hall. All aye.

  1. Moved Kobiljak, second Neal, to approve the Encumbrance List dated January 23, 2001. All aye.

Action Items:

  1. 01-004
    Moved Kobiljak, second Neal, to allow Grosse Ile residents and/or their representatives to appeal 2001 assessments by mail, if desired, rather than be required to make a personal appearance. All aye. Motion carried.
  2. 01-005
    Moved Kobiljak, second Wojewodzic, Whereas, State Law permits the Township to consider requests for reduction in real property taxes on a homestead, and Whereas, the Township must adopt household income standards concerning whether a taxpayer is eligible to receive a reduction in real property taxes, Now, Therefore, be it resolved that when the total gross household income for 1 person on Line 30 from the 2000 MI 1040 CR is $18,000 or less, this figure will be used (for each additional person in the household, the income is adjusted upwards an additional $2,000 for each person; 2 persons- $20,000, 3 persons- $22,000, etc). The Board of Review may consider an application by a taxpayer for a reduction of real property taxes and the Board of Review may reduce the real property taxes if it finds that the taxpayer, by reason of his or her household income situation, is unable to pay the full amount of the tax. All aye. Motion carried.

    Moved Neal, second Wojewodzic, to extend a 2.75% annual salary increase to Township Manager David Mekarski, following his annual performance review, retroactive to his hire date of October 14. All aye. Motion carried.
  5. 01-007
    Moved Kobiljak, second Wojewodzic, to deny the applicant appeal regarding the Planning Commission denial of pre-preliminary approval of the Tamara Woods Subdivision (Wendel Court) only as it relates to the Wetland and Drainageway Ordinance. All aye. Motion carried.
    Public comment regarding Action Item 5 - Motion 01-007:
    1. Mr. Timothy Stoeper, representing the applicant, focused on the site issue that the 11.9 acres is already built around on 3 sides and those houses have been there for years and there is a road on the 4th side. The legal issue, as he described it, is that the township doesn't have the right to adopt a Wetland Ordinance. Michigan Law states that a township board may regulate 5 acres or less, with the State of Michigan regulating anything over 5 acres.
    2. Mr. Mark McCormick, 31251 Shurley, stated he is vehemently opposed to the development of this subdivision.
  6. 01-008
    Moved Neal, second Raithel, the Township Board hereby authorizes the Airport manager to attend the Professional Development Institutes' Airport Course at Denton, Texas, during the week of March 18, 2001. Be it further resolved that this action is contingent upon the receipt of the scholarship provided by the Michigan Association of Airport Executives. All aye. Motion carried.
    Mr. Kobiljak requested Mr. Stout to furnish a report to the board upon his return.
  7. 01-009
    Moved Raithel, second Will, to authorize the Township Supervisor and Clerk to execute a professional services agreement with Spalding DeDecker, Inc., for the completion of Phase II of the Sanitary Sewer Infiltration and Inflow Rehabilitation Project, providing for the development of the basis of design and hydraulic modeling as required under the Township's Draft Administrative Consent Order with MDEQ, following final review by the Township's legal counsel. Funds to come from SSES Study account 5990-591000-932200. All aye. Motion carried.
  8. 01-010
    Moved Raithel, second Neal, based on recommendations of the Public Works Commission, to hire Donald E. Woike, Jr. as Public Works Manager, an exempt, salaried, at-will position, at an annual salary of $55,000 plus benefits, conditioned on results of the physical exam as well as reference and security checks. All aye. Motion carried.
  9. 01-011
    Moved Neal, second Raithel, Be it resolved by the members of the Grosse Ile Township Board of Trustees of Grosse Ile, Michigan:
    Section I. the Grosse Ile Board of Trustees hereby set the hearing date for the granting of an Industrial Facilities Exemption Certificate for a new facility for Iverson Industries at 7:30 p.m. on February 12, 2001 in the Board Room of the Township Hall at 9601 Groh road.
    Section II. That the Airport Manager in cooperation with the Township Clerk is hereby authorized and directed to publish the necessary notices in periodicals of general circulation to the Township of Grosse Ile as well as notify the proper units of Wayne County and the Grosse Ile School Board. All aye. Motion carried.
  10. 01-012
    Moved Kobiljak, second O'Connor, to appoint Don Woike to the Grosse Ile/ Trenton Utilities Authority as the member from Grosse Ile, due to the resignation of Tim Taylor. All aye. Motion carried.
