Public Comment

  1. Pamela Frucci, 24531 Hickory Drive, spoke to the board on the special waterfront pageant to be held on Sunday, July 22, 2001, celebrating Cadillac's landing on Grosse Ile. Mrs. Frucci asked the township board's help to facilitate a Hold Harmless Agreement with the City of Wyandotte that would allow for the encampment of the Cadillac voyageurs. Mrs. Frucci also requested the use of a Grosse Ile Township flag for the event.

Supervisor's Report

  1. Supervisor Jones asked Recreation Director Tim Rooney and Festival Commission Chairperson Ms. Peggy Hosfelt to give a brief report on this year's Islandfest. Mr. Rooney thanked the board, the community and the recreation staff for all their hard work and support. Ms. Hosfelt announced she will be stepping down from the Festival Commission at the end of her term and thanked everyone for their help and support and assured the board she remain active in the community. Ms. Hosfelt requested that the board consider moving the majority of the IslandFest events to the airport area with a few selected events remaining on Macomb Street.

Township Manager's Report

  1. Mr. Reaume reported that the position of Department of Public Works Manager had been advertised and he is confident the position will be filled by August, 2001.
  2. The Community Development Director position will be advertised in mid to late July.

    Moved Wojewodzic, second Will, upon the recommendation of the Grosse Ile Township Fire Marshal, to grant a fireworks permit to the City of Wyandotte for annual Independence Day Holiday fireworks display scheduled for Friday, June 29, 2001, with a rain date of August 11, 2001.     Moved Wojewodzic, second Neal, upon the recommendation of the Grosse Ile Township Fire Marshal, to grant a fireworks permit to Mr. David Morse, of 9705 Gregory, Grosse Ile, Michigan, for a display scheduled for June 30, 2001, in conjunction with a private wedding reception for 250 guests. All aye. Motion carried.

    Moved Wojewodzic, second O'Connor, upon the recommendation of the Township Fire Marshal, to adopt Public Act 413, of January 8, 2000, the Auto Insurance Fire Loss Program. All aye. Motion carried.

    Moved Neal, second Wojewodzic, to adopt a resolution in support of House Resolution 432, the Railroad Crossing Delay Safety Assurance Act, which would authorize state and local governments to regulate, for public safety purposes, trains that block road traffic; and to adopt a resolution in support of House Resolution 433, which would require the Secretary of Transportation to issue regulations addressing safety concerns in minimizing delay for automobile traffic at railroad grade crossings. Further, to authorize the Clerk to forward copies to our legislative representatives and neighboring communities. All aye. Motion carried.

    Moved O'Connor, second Will, to adopt a resolution of support naming July, 2001, as National Recreation and Parks Month.
    WHEREAS, Parks, recreation activities, and leisure experiences provide opportunities for young people to live, grow, and develop into contributing members of society, and
    WHEREAS, parks and recreation creates lifelines and continued life experiences for Older members of our community, and
    WHEREAS, generating opportunities for people to come together and experience a sense of community through fun recreational pursuits, and
    WHEREAS, park and recreation agencies provide outlets for physical activities, socializations, and stress reducing experiences, and
    WHEREAS, parks playgrounds, nature trails, open spaces, community and cultural centers, and historic sites make communities attractive and desirable places to live, work, play, and visit, in a manner that contributes to our ongoing economic vitality, and
    WHEREAS, parks, Greenways, and open spaces provide a welcome respite from our fast paced, high-tech lifestyles while simultaneously protecting and preserving our natural environment and,
    WHEREAS, parks and recreation agencies touch the lives of individuals, families, groups, and the entire community, which positively impacts upon the social, economic, health and environmental quality of our community,
    NOW, THEREFORE BE IT RESOLVED, that we the Grosse Ile Township Board of Trustees proclaim July, 2001, as Recreation and Parks Month, and encourage all citizens to celebrate healthy, active lifestyles by participating in their choice of recreation and park activities. All aye. Motion carried.

    Moved Wojewodzic, second O'Connor, to add Monday, July 9, 2001, to the calendar for a study session on financing the Sanitary Sewer Project, and to change the July regular board meeting to Monday, July 23, 2001. All aye. Motion carried.

    Moved O'Connor, second Neal, to adopt the following resolution supporting contiguous Southern Wayne county Sate and Federal Legislative Districts.
    WHEREAS, Grosse Ile is a member of the Southern Wayne County Chamber of Commerce, which is comprised of 21 contiguous communities that have similar and co-dependent issues; and,
    WHEREAS, the region is definable by the nature of its culture, organizations, and regional activities, who have similar population bases and often work in concert on a variety of issues that effect them socially and politically, including humanity needs, public safety, and business needs; and,
    WHEREAS, many common areas of concern make a rich foundation for approaching and implementing positions on regional issues that are addressed by organizations, such as the Downriver Community Conference, Downriver Mutual Aid, Downriver Board of Realtors, and the Southern Wayne County Chamber of Commerce; and,
    WHEREAS, regional humanitarian issues are dealt with by The Guidance Center, Community Care Services, Penrickton Center for the Blind, the Information Center; and,
    WHEREAS, shared regional and recreational projects include the Downriver Summit, the Greenways Initiative, the Brownfield Consortium, the Downriver Waterfront Taskforce, the Walleye Tournament, the Blues & Jazz Festival, the Wyandotte Street Fair, Cruisin' Downriver, and a host of other events; and,
    WHEREAS, the negative effects of politically dividing this area would be numerous and diminish the joint resources shared by the 21 communities.
    NOW, THEREFORE, BE IT RESOLVED that it is in the best interest of the 21 Southern Wayne County communities to be represented as contiguous federal and state legislative districts that lend themselves to regional planning and cooperation; facilitating long-term viability of Quality of Life and Economic Development; and providing a stronger voice at the federal and state levels than without an established regional representative base, and that this Resolution be considered when mapping out the new districts during the reapportionment process.
    BE IT FURTHER RESOLVED that copies of this Resolution be distributed to U. S. Senators Levin and Stabenow, Congressman John Dingell, State Senator Chris Dingell, State Representative Mans, and the 21 surrounding communities.

    Moved Kobiljak, second Neal, to authorize a Grosse Ile Police Department Auction in conjunction with other township departments to be held at Hangar One on Saturday, July 21, 2001, at 9:00 a.m., to auction unclaimed/recovered property and miscellaneous equipment. All aye. Motion carried.

    Moved Kobiljak, second Wojewodzic, to authorize the Grosse Ile Police Department to approve the sale of two (2) retired 1999 Crown Victoria Police Vehicles to the highest bidder after advertisement for sealed bids is placed in the local newspaper. All aye. Motion carried.

  14. a) 01-109
    Moved Neal, second Wojewodzic, based upon the recommendation of the Airport Manager and the Airport Commission, the Township Board hereby approves the hiring of James Farrell, for the position of Airport Maintenance I, at a rate of $17.00 per hour in accordance with the AFSCME Local 292 contract of 1998-2003. Be it further resolved that the rate of pay will increase to $17.45 per hour upon successful completion of a 90 day probation period. Future pay adjustments will be made in conformance with the AFSCME Local 292 contract. This approval is subject to the successful completion of a pre-employment physical, background and driving record check. All aye. Motion carried.
    b) 01-110
    Moved Neal, second O'Connor, based upon the recommendation of the Airport Manager and the Airport Commission, the Township Board hereby approves the hiring of Caryn Johnson, for the position of Airport Office Coordinator, at a rate of $11.88 per hour in accordance with the AFSCME Local 292 contract of 1998-2003. Be it further resolved tha the rate will increase to $12.54 per hour upon successful completion of a 90 day probation period and an additional increase to $13.20 per hour upon a successful six month review. Future pay adjustments will be made in conformance with the AFSCME Local 292 contract. this approval is subject to the successful completion of a pre-employment physical, background and driving record check. All aye. Motion carried.

    Moved Neal, second Wojewodzic, based upon the recommendation of the Airport Commission, the Township board hereby resolves that the Grosse Iile Airport, through itsduly authorized officers, make application tot he Liquor Control Commission for a Special License for the sale of either beer and wine, or beer, wine and spirits, for consumption on the premises to be in effect from July 27, 2001, ending no later than 2:00 a.m. on July 29, 2001, at the Grosse Ile Airport located at 9601 Groh Road. This location is in the Township of Grosse Ile, County of Wayne. All aye. Motion carried.

    Moved Wojewodzic, second O'Connor, that the request from Grosse Ile Township, Water's Edge Golf and Country Club for approval of Licensing at the permanent location at 25215 West River Road, (Same address of 2000 license), be granted a Class C Licensed Business with Sunday sales and Official Permit (Golf) and New Outdoor Service Area (1). It is the concensus of this legislative body that the application be recommended for issuance. All aye. Motion carried.

    Moved Kobiljak, second Wojewodzic, WHEREAS, the Township of Grosse Ile, has prepared a Wastewater Collection State Revolving Loan Fund Project Plan; and,WHEREAS, a number of options have been examined; and, WHEREAS, the options have been thoroughly studied to determine which is the most readily implementable, environmentally sound, and cost effective for the citizens of the Township of Grosse Ile; NOW, THEREFORE, BE IT RESOLVED by the Township of Grosse Ile that the proposed plan is comprised of the following improvements: Manhole Rehabilitation; Sewer Rehabilitation; Sewer Separation; New North Interceptor Sewer; New South Interceptor Sewer; New Retention Basin; New Retention Basin Pump Station; Upgrade Waste Water Treatment Plant. The proposed plan is found to be the most readily implementable, environmentally sound, cost effective, and socially acceptable plan. BE IT FURTHER RESOLVED, that the Township Board pledges to actively support the financing of the costs required to implement this plan; BE IT FURTHER RESOLVED, that the Township will, due to the magnitude of project costs, seek available State and/or Federal funds to help defray costs. BE IT FURTHER RESOLVED, that the Township will accept the verbatim transcript of the Public Hearing held on June 11, 2001. BE IT FURTHER RESOLVED, that the township received no written comment on the state revolving loan fund application.

    Moved O'Connor, second Kobiljak, for approval of Recreation Commission request to seek sealed bids to provide and install six radiant heaters in the Centennial Farm Arena. All aye. Motion carried.

Discussion Items:

  1. Township Manager Reaume informed the board of a resolution regarding the Countywide Landfill that was received from the City of Trenton in opposition to the proposed Host Community Agreement between the city of Gibraltar and the Countywide Landfill which would provide for significant expansion to the size of the landfill and the extended years of landfill operation. The board asked for further information to be brought back to the July 23, 2001 meeting.
