MEETING MINUTES September 17th 2009

Meeting was called to Order at 4:00pm

 

Presentation By Peter Kantz 

Mr. Kantz reviewed Proposals No. 1 and 4 of the four proposals, presented to the Recreation Commission on September 14th ref Exhibit A.  Proposals 2and 3 were not presented since they did not pertain to the Open Space Program.

 

At the completion of his presentation, each committee member present, commented on the proposals as summarized below

Proposal 1

           Needs much discussion in an Open Forum and / or a ballot proposal

           Violates the intent of the Voters when millage for Open Space was approved. 

                        Township legal counsel opinion stated that Township cannot sell property to itself.

            Proposal 4

                        Not viable as written.

                        Would eliminate the Open Space Committee

 

Mr. Kantz stated that these were only proposals and that the intent of Proposal No. 4 was only to provide a means to give work to the Recreation Maintenance workers during the off seasons.

 

Cliff St. Pierre stated that Township workers have been and are currently used to perform maintenance work on Open Spaces, as it is required providing Township workers are available and qualified to do the work on a timely basis.  All specific tasks for Open Space Maintenance are coordinated through the Township Code Enforcement Officer.

Our committee has no problem using Recreation workers providing their tasks are assigned through the code enforcement officer under the provisions stated above.

 

 Ms. Hugel and Schelke were then asked to comment on the proposals, which is summarized below.

This issue will have to be discussed with members of the Conservancy

Ms. Schelke

This issue requires further discussion by the Recreation Committee. However the committee has expressed grave concerns.

 

Cliff St. Pierre stated he will prepare a draft of a presentation to be presented to the Township Board and will seek the input from all committee members and guests before the presentation is made to the Board.
