GROSSE ILE TOWNSHIP BOARD OF TRUSTEES
October 9, 2006

Due to a cable broadcasting delay the Election Commission Meeting was moved forward on the agenda. The Board Officers appointed Election Assistants and Election Inspectors to assist the Township Clerk in conducting the November 7, 2006 General Election.
The Regular Meeting was called to order at 7:15 p.m. by Township Supervisor Kobiljak.
Present: Supervisor Kobiljak, Clerk O’Connor, Treasurer Raithel, Trustees Wojewodzic, Will, Forrester, Pociask.
Absent: None
Pledge of Allegiance
7:20 p.m.: Purple Heart Presentation- Grosse Ile Resident Francesco (Frank) Zito was presented with the award of the Purple Heart by Congressman John Conyers for wounds received as a result of hostile actions during his service with the 60th Infantry Regiment, 7th Infantry Division during the Korean War.
Members of Mr.Zito’s family including his sons and grandson, representatives of the Veteran’s of Foreign Wars, Post 7310 and the American Legion Post joined the Township Board and staff in honoring Mr. Zito.
7:45 p.m.: Audit Presentation and State of the Township Finances
A presentation by Township Auditor Tom Monteleone of the 2005-2006 Financial Audit.
After a slide presentation showing the status of township expenditures and revenues and the status of the Fund Balance, which the auditor explained as the difference between revenue and expenditures; Mr. Monteleone issued his opinion that the financial statements of the township present fairly, in all material respects the financial position of the township and conform with the accounting principals generally accepted in the United States of America.
Additions/Deletions to Agenda:
Motion Pociask, second Will, to add as Action Item 6, the Paddock Drainage at Centennial Farm bid award. All aye.
Motion O’Connor, second Pociask, to accept the agenda as amended. All aye. Motion carried.
Public Comment:
1. Gary Jones, asked about expenses for legal fees and any sale or purchase of property.
2. Woody Clark, commented about 1) Toll Bridge traffic concerns during 2007 repairs to the County Bridge, 2) letters to Rep. Kathleen Law regarding cable franchise changes, 3) County Bridge bids and construction timeline, and 4) pavement specification on Horsemill Road.

Clerk’s Report
1. Election updates and announcements: Clerk O’Connor reminded residents to vote on November 7th and that polling locations are at the Presbyterian Church, VFW Hall and Recreation Building at Centennial Farm. She also noted that the last date to register to vote is October 10th at 5 p.m.; new voters who register by mail-in application must vote in person at their first election and that there is still a need for more Precinct Inspectors for this and future elections.
Treasurer’s Report
1. Investment Reports for July and August, 2006 were presented by Treasurer Raithel showing investments for July of $17,211,762.28 at average of 5.10% for interest earned of $37,436.64 and investments of 19,032,118.17 at average of 5.18% for interest earned of $111,748.21 for the month of August, 2006.
Supervisor’s Report
1. Bridge Update: County Bridge repairs are still on track.
2. Van Horn Road Update: no new information is expected until after the November 7th election.
3. Church Road paving is finished with some minor finishing touches needed.
4. The sewer project is nearing completion.
5. The County Bridge will be closed on October 10th from 9 am to 3 pm
6. Reminder of Fire Department Open House on October 11th from 6 to 9 p.m.
7. DTE informs and confirms that a problem exists with one of the three cables that run under the river in the Trenton Channel. One of the cables that has been used for 55 years has failed and will require replacement; plans are in place to make the lengthy repairs and Supervisor Kobiljak reported that DTE will attend the December 13th meeting to provide a full report of the project.
Township Manager’s Report
1. Announcement that Rod Eastom was promoted to Airport Maintenance Lead.
2. Reminder of the October 14th Township sponsored Golf Outing at Water’s Edge.
3. Reported that Chief Murdock has been evaluating watercraft to help handle transportation during an emergency situation and is working on getting a licensed watercraft to use as an ambulance and meetings have been held with Canada and Eau Claire, Michigan to use one of their boats.
ACTION ITEMS
1. 06-092 Motion O’Connor, second Pociask to approve the hours between 6:00 p.m. and 8:00 p.m. on Tuesday, October 31, 2006 for the purpose of Halloween Trick or Treating in Grosse Ile Township. All aye. Motion carried.
2. 06-093 Motion Will, second Wojewodzic, to approve the Supervisor’s appointment of Jim Davis to the Planning Commission for the term length October 9, 2006 to April 1, 2009.
All aye. Motion carried.
3. 06-094 Motion Raithel, second O’Connor, to accept the Township of Grosse Ile Financial Audit Report with Supplemental Information for the Fiscal Year Ended March 31, 2006 as presented. All aye. Motion carried.
4. 06-095 Motion Pociask, second Wojewodzic, to approve acceptance of Municipal Credit Funds from SMART in the amount of $10,237.00 to operate 2006-2007 Community Transportation Program. All aye. Motion carried.
5. 06-096 Motion Wojewodzic, second Pociask, to adopt the following Resolution:
WHEREAS, the Township of Grosse Ile believes quality roads are a vital part of any community; and WHEREAS, the Township of Grosse Ile has committed to the installation of a public safety camera at the intersection of Grosse Ile Parkway and Meridian, and the County of Wayne will allow the use of its traffic signal pole; and WHEREAS, the Township of Grosse Ile will pay the Project Costs (as found in Exhibit A to this agreement) of the project; and NOW, THEREFORE BE IT RESOLVED, that the Township of Grosse Ile Board of Trustees does hereby approve the proposed Agreement between the Township of Grosse Ile and the County of Wayne for the installation of a public safety camera at the intersection of Grosse Ile Parkway and Meridian Road, and BE IT FURTHER RESOLVED, that the Supervisor and Clerk are authorized to execute the Agreement on behalf of the Township of Grosse Ile. All aye. Resolution adopted.
6. 06-097 Motion Pociask, second Will, based upon the recommendation of the Charles E. Raines company to award the contract to CI Contracting Inc., for paddocks drainage east of the recreation building in the amount of $42,317.00. All aye. Motion carried.
Discussion Items
Extended Public Comment:
1. Recreation Director Tim Rooney reminded residents of some upcoming family events.
Fall Harvest Fest will be held at the Farm on Saturday, October 14, 2006 from 10 a.m.
to 3 p.m.
The Grosse Ile Educational Foundation Pig Roast will also be held on October 14th at
6:30 p.m. Tickets are $35.00.
Seniors Octoberfest for residents 55 and over will be on the evening of October 11th.
Mr. Rooney announced that the new fall issue of the Recreation Channels programming brochure is now available.
