Mission Statement

The Mission of the Treasurer’s Office is the efficient collection of all revenues due to Grosse Ile Township and other taxing units; to protect these funds while in the Township’s possession; and the efficient distribution of tax monies to the various taxing units and Township accounts. The Treasurer is also responsible for the collection of other Township receipts and the deposit to the proper bank accounts. In addition the Treasurer provides advice on fiscal policy for the Township. This fiscal year the Treasurer’s office collected and disbursed $18,299,400 of tax revenues.

The Treasurer’s Office is composed of three employees. Richard Quinsey is the elected Township Treasurer, Nancy Schimmelfennig is the Office Manager/Deputy Treasurer, and Rebecca Wardell is the Cashier.

All money that comes into the Township goes through the Treasurer’s Office. In addition to the main function of collecting taxes, collections for the Department of Public Works, the Grosse Ile Municipal Airport, the Police Department, the Fire Department, the Department of Community Development, and the Recreation Department are handled here. Pet licenses are also sold annually.

A major function of the Treasurer’s Office is the investment of idle Township funds. Last year the Treasurer’s Office continued to be aggressive in conservatively investing Township funds. Interest income for the current year was $605,000 compared to $602,300 last year. The average interest rate was 5.228%.

The Treasurer’s Office upgraded the Tax Administration computer system from a DOS program to a windows based program. This change allows easier maneuvering through the system in addition to reports that can readily be printed for tax payers and for reconciling with Wayne County.

In an effort to streamline the tax collection process, the Treasurer’s Office installed scanners and bar coded the 1999 winter tax bills. This allowed tax bills to be processed in the quickest and most efficient manner. Because of a diligent effort by the staff and the ease of entry due to the newly acquired scanners and upgraded computer s ystem, the posting of payments into the tax administration computer system was completed the same day payment was received. This allowed up-to-date tax information for mortgage and title companies as well as income tax information for Grosse Ile residents.

The continued goal of the Treasurer’s Office is to keep abreast of all tax regulations, to provide for the efficient billing and collection of funds, and, through the application of sound cash management principles, increase the investment earnings while ensuring the Township funds are safe and accountable.
