Township Condemnation of the Grosse Ile Toll Bridge

Recently, a great deal of misinformation has been circulated by several residents related to the Township's continued pursuit to condemn the Grosse Ile Toll Bridge. In an attempt to provide the proper and accurate information, I thought it necessary to republish the June 9, 2003 Township Board Resolution of Necessity and the July 28, 2003 motion related to the Board's financial commitment in acquiring the Toll Bridge. The resolution addresses the Township's position that it is necessary to control one of the two bridges, which services a total of 27,000 cars daily. The financial implications are governed by a motion that directs that the Board could bond no more than ten million dollars via the issuance of revenue bonds for the acquisition of the Toll Bridge. This number was established with the understanding that some of the $10 (ten) million dollars would have to be put towards the repair of the bridge (e.g. painting of the bridge was estimated at $1 (one) million dollars). The focus of repairs for the bridge has been modified slightly in light of the remedial work which has been done to the bridge since the condemnation action was initiated.

Specifically the allocation of the $10 (ten) million dollars, approved by the township board, would be generated by issuance of revenue bonds. Those users of the bridge, both resident and non resident/commercial users, would pay a toll lower than what is being presently charged, since the township would not be operating the bridge for a profit, which would in turn pay off the revenue bonds which paid for the purchase of the bridge and related costs and legal fees.

The legal fees and costs concerning this project have additionally created a great deal of discussion and misinformation. To date the legal fees incurred are $245,301.64. The engineering fees incurred have been $77,243.38. The appraisal of the bridge was $16,900.00 while other consultants' fees (CPA's and Financial Advisors) and video transcripts incurred are $54,216.37. The total costs incurred on this $10 (ten) million dollar condemnation project presently stands at $393,661.39.

Even though the costs related to this project are significant both the former and present township board members believe that the ability for the local government to control one of the two ways residents get on and off the island is absolutely necessary for the long term best interest of the community.
