THE SUPERVISOR’S E UPDATE January 26, 2007

Kurt M. Kobiljak, Grosse Ile Township Supervisor

Free Bridge Planning Update
In an effort to reduce the number of openings of the Toll Bridge during the Wayne County Bridge remediation project, the Township has been working diligently with the Coast Guard to devise a plan to reduce the openings of the Toll Bridge during peak traffic hours. A plan has been approved by the Coast Guard to best accomplish the Township’s request. See the attached PDF on the communication from the Coast Guard received today.

DTE Capital Improvement Project Update – “What are all those orange barrels during on Meridian Road?

DTE Energy presented to the Township Board and residents at Monday night’s Board of Trustees meeting an update for the capital improvement projects that are currently ongoing on Grosse Ile.

DTE Energy has begun the installation of conduit along Meridian Road near Bellevue and will continue north to Macomb Street to the substation. This conduit will be used for the new cables feeding the expanded substation and additional circuits serving the island. The work is scheduled to be completed by June 2007. As part of the continuing effort between the Township and DTE this service upgrade is the latest installation of the estimated $10 million dollar comprehensive reliability project. The estimated cost for the distribution portion of the project is $3 million, the substation expansion cost is approximately $4.7 million and the estimated cost for the additional feed to the substation could exceed $2 million. The entire cost of this project is being entirely funded by DTE Energy.

On September 24, 2006, TRK 5127, a 24kV cable that lies on the bottom of the Trenton Channel failed. A plan was implemented to directional bore under Trenton Channel to replace the cable by June 1, 2007. During construction the east bound lane of Ferry Road near West River Road will be closed for the duration of the cable project from approximately March 15 through mid May. The start date is tentative pending permits.

A note to all residents: Interruption of electrical service to the entire Island will occur for approximately 1-2 hours to commission the additional 24kV feed to 3rd transformer in April 2007. As soon as DTE notifies my office of the day and date, the Township will inform residents by eupdate, cable, web and newspaper.

Meridian/Lowrie Bike Path Bridge
The Township has attempted since early 2006 to have the contractor restore the bridge which services the bike path over the Thorofare Canal between Lowrie and Ferry. Even though the contractor has to date failed to cure the damage to the bridge, the Township is determined to submit a permit to the MDEQ in an attempt to fix the bridge and quickly as possible. We just heard this Monday that even though the Army Corps of Engineers had yet to review the permit it is our hope that within 3 weeks this will be a permitted project and the Township depending on weather conditions, will fix the bridge as soon as it is possible and look to back charge the contractor.

Millage Renewals
The Township Board approved at the Monday meeting to place three millage renewals before the voters on the May 8, 2007 ballot. The millages up for renewal are for drainage (0.3300 mills), police (0.7500 mills) and library (0.4000 mills).

Airport Layout Plan
At Monday’s Board meeting, the Grosse Ile Township Board authorized the signature of contract 2007-0358. This contract is for the 2007 update of the Grosse Ile Municipal Airport Layout Plan. As Derek Thiel, Commerce Park/Airfield Manager explained, the update of the ALP is required by both the Michigan Department of Transportation and the Airport Deed and will be completed by URS Corp. of Grand Rapids. The last update of the ALP was in 2003. The new ALP will include many of the changes made to the Commerce Park and Airport such as the 2004 runway 4/22 rehabilitation and other airport redevelopment projects. The total cost for the update of the plan is $69,075.00. The Airport’s share of the project cost is $1,727.00. The remainder of the funds will come from State and Federal Grants. As an essential part of the plan, URS Corp will be conducting study sessions with local residents to solicit input from the community on future visions for the airport. These study sessions will take place between the months of February and April with an exact date yet to be determined. Dates will be posted in Township Hall as well as at www.grosseileairport.com. For more information please contact the airport office at 734-675-0155.

A Good Dad Saying
“A wise old owl sat in an oak.
The more he saw, the less he spoke
The less he spoke, the more he heard
Why can’t we all be like that bird?”

Edward H. Richards

This Day in History
On January 25, 1890, police cleared a path through a cheering crowd for reporter Nellie Bly as she stepped off a train in New York just 72 days, 6 hours, 11 minutes, and 14 seconds after setting sail east to prove she could circle the globe in less than 80 days.
